Job Title – Principal Consultant – Technology Management
Primary Responsibilities:
Analyze the existing/ proposed projects in regard to strategic control. security, disaster recovery and business continuity.
Study the status of IT Infrastructure of department and assist them in coming up with a robust IT infrastructure to support the roll out of e-governance projects.
Assisting to the department in conceptualization, architecting & designing of technological solution addressing the problem/use cases
Assist the department in drafting integration strategy and implementation of the same.
Assist the department in defining the standards for application architecture, database design, development and infrastructure deployment
Lead integration efforts between departmental systems and external platforms, ensuring data integrity and operational efficiency
Define and implement best practices for data sharing, APIs, and system interoperability.
Ensure that project level initiatives are interoperable, standardized, scalable and secure across various areas of software, hardware and infrastructure.
Help the department in adhering to technical standards/architecture/product and strategic control, specifications for the e-governance projects
Evaluation, assessment and Audits to confirm adherence to prescribed functional, technological and security standards.
Ensure utilization of the common infrastructure for projects implementation
Mentor technical team to understand and translate the business requirements into technical design, trouble shoot in case of issues.
Monitor development work against the given requirements, timeline and resource deployment.
Explore appropriate technologies & tools, evaluate the same and advice dept in procurement and adaptation of such tech and tools.
Explore, analyze and strategies the use of emerging technologies in Departmental functions.
Assist in designing the geo-spatial database and GIS solution as per the department need
Design the strategy for enterprise mobile application,
Monitoring of logs.
Project Management Support & Documentation
Coordination for requirement gathering, government process re-engineering, impact analysis, user acceptance testing and demonstration of new developments, modifications and feature enhancements.
Coordination with stakeholders/users/vendor on functional requirements
Preparation of project documents including Concept Notes, DPRs. FRS SRS, Eol, RFPs etc.
Project Management Support in development and maintenance of software applications.
Technical assistance in preparation of Expression of Interest (EOI) and Request for Proposal (RFP) documents for new IT projects.
Understanding the functional requirements and ensuring that it has been translated into technical requirements.
Assist in technical evaluations of external agency proposals related to implementation of various e-governance initiatives.
Miscellaneous
In addition to above, Primary Responsibilities the incumbent may be assigned any other task from time to time by Head of Department
To assist in evaluation of the proposals and bid process management.
Educational:
Graduation Details-B.E./B. Tech/B.Sc./B.C.A. (in any stream)
Post-Graduation Details - M. Tech (CS/IT)/M.C.A./M.Sc. (C.S./IT)/MBA
Work Experience:
Minimum 15 years of experience in IT Projects, software development, hardware, networking in IT projects
Minimum 10 years of experience in managing a complete life cycle of large e-Governance projects, out of which minimum 5-year experience, preferably in the technology project in Agriculture/Crop Insurance/Land Records/related domain having web & mobile based workflow, enterprise mobility & GIS/Remote Sensing as a feature.
Desirable Skills and Experience:
PMP/Prince-2 Certification will be an added advantage.
Proven skills in managing multidisciplinary teams and large-scale e-govprojects.
Ability to define and implement long-term technology strategies
Experience in working on DPR, RFP, FRS, SRS & concept notes/strategy road map documents.
Knowledge of Agile Methodology, Low Code, No Code, good to have certification on Scrum/Agile.
Exposure to Emerging technology, innovation and disruptive technologies.
Exposure to Data Analytics and management tools
Technical Expertise:
Exposure in GIS tools and platforms (e.g., ArcGIS, QGIS).
Strong understanding of database management, system integration, and API development.
Familiarity with Agile, Waterfall, or hybrid SDLC methodologies.
Hands-on experience with digital infrastructure and agricultural data analytics.
