Position Title: Field Officer – Dairy Development
Location: District-level field deployment (Odisha)
Reporting To: Project Manager
Role Overview
The Field Officer – Dairy Development will work closely with rural communities to support the rollout of a
structured dairy farming program. The role focuses on farmer mobilization, screening, documentation, on-
ground execution support, animal logistics, fodder development, and farmer training. The position acts as
the single-point field owner, coordinating farmers, Panchayats, banks, BCs, vendors, and internal teams
to ensure timely project completion and compliant subsidy realization.
Key Responsibilities
•
Identify, map, and prioritize dairy?suitable villages within the assigned geography, and systematically
build a pipeline of eligible and interested dairy farmers.
•
Conduct structured farmer outreach and awareness activities through Gram Panchayats, Self?Help
Groups (SHGs), Farmer Producer Organizations (FPOs), and village?level meetings to explain
program objectives, responsibilities, and benefits.
•
Undertake on?ground screening and site verification of farmers to assess land ownership or control,
water availability, financial readiness, and willingness to adopt prescribed dairy Standard Operating
Procedures (SOPs).
•
Collect, verify, and maintain complete and accurate farmer documentation, including identity proofs,
land records (RoR/Bhulekh), bank details, consent forms, and geo?tagged farm and site photographs,
in line with program and regulatory requirements.
•
Independently prepare, submit, and manage loan and subsidy applications on government and
banking portals, including Aadhaar authentication, data entry, document uploads, and status tracking,
as required under applicable schemes
•
Act as the primary liaison with bank branches and government offices to facilitate loan appraisal,
verification, sanction, and subsidy processing.
•
Proactively follow up with banks to ensure timely completion of field inspections, joint site visits,
agreement execution, and loan disbursement, while maintaining proper records of all interactions.
•
Plan and coordinate animal procurement, transport logistics, arrival scheduling, and quarantine
arrangements, while maintaining farmer?wise and animal?wise records.
•
Support establishment of fodder plots by assisting with plot identification, planting activities, irrigation
arrangements, and monitoring fodder survival and adoption at the farmer level.
•
Conduct basic orientation and training sessions for farmers on dairy SOPs, including housing
hygiene, feeding practices, fodder management, and record?keeping; distribute Odia?first job aids,
submit regular field progress reports, escalate operational issues promptly, and maintain the highest
standards of integrity, professionalism, and compliance.
